美军试验鉴定技术发展研究

众所周知，美军的装备试验鉴定技术一直处于世界领先地位，对其进行深入研究有利于试验鉴定的发展。本文主要对美军试验鉴定的管理部门、类型、发展历程以及技术领域进行详细研究，系统梳理美军试验鉴定的整个过程，在此基础上，结合我试验鉴定的发展现状，取其精华，去其糟粕，为试验鉴定的发展提出了几点思考和建议。     

The Un-Holy Russo-Chinese alliance

ABSTRACT

This essay argues that a Sino-Russian alliance has come into being over many years of the two states’ evolutionary policies. Although Vladimir Putin has emphasised that this is a multi-faceted relationship, this essay focuses exclusively on its military dimension. It comprises extensive inter-ministerial and inter-governmental cooperation, arms sales, joint exercises, and shared political orientation. While it may not be a formal alliance like NATO research, e.g. by Alexander Korolev, indicates that in general experts argue that what they have achieved is even better than an alliance.     

Surrogate warfare: the art of war in the 21st century?

Airpower, drones and cyber-weapons are employed by states in conjunction with local armed non-state actors in an effort to coercively intervene in the crises of the twenty-first century. While the externalization of the burden of warfare is a return to pre-modern war, it is the change in the underlying socio-political relations between the state and its military agent that is a novel phenomenon in surrogate warfare. This article demonstrates that in a post-Westphalian era characterized by non-state violence, globalized conflicts, a prioritization of risk management in a mediatized environment, the state has to explore new ways to remain relevant as the primary communal security provider. Thereby, the organization of violence has departed from the employment of the state’s soldier as the primary bearer of the burden of warfare to a mode of war where technological and human surrogates enable the state to manage the risks of post-modern conflict remotely. In this article, we conceptually explore surrogate warfare as a socio-political phenomenon within the context of globalized, privatized, securitized and mediatized war.     

The case of Donald Rumsfeld: leadership traps in national security

Taking its point of departure in Donald Rumsfeld’s second term as US Secretary of Defense (2001–2006), this article analyses the crisis of strategic leadership in Western national security. Three “traps” are identified that explain why Donald Rumsfeld ultimately was a failure as defence secretary and demonstrate the perils of national security governance. These traps are termed the inquisitor trap, the strong leader trap and the delegation trap. It is argued that our understanding of strategic leadership in national security, particularly in defence, can benefit from insights gained from the study of strategic leadership in business. As such, this article engages the recent trend of merging insights from business and military strategy.     

From show of force to naval presence,and back again: the U.S. Navy in the Baltic, 1982–2017

This article discusses roles and missions of the United States Navy with a particular focus on the Baltic Sea. That particular sea has gained renewed political and military attention following Russia's resurgent and increasingly hybrid-offensive foreign policy. Baltic nations, uncertain of what the future holds, ought to look at sea power and maritime missions in the Baltic, as well as US naval presence in Europe, to draw lessons for future posture.     

俄罗斯空天防御教学训练设备发展与问题研究

俄罗斯按照建设航天力量的需求，积极研究现代空天防御教学技术设备。俄罗斯空天防御教学训练设备可帮助受训者利用所获得的知识与能力，在准备和完成实践任务时在不同系统设备间实现不同级别的综合协同，将实现结构和软件的模块化。俄航天兵使用空天防御教学训练设备的经验对军队空天防御专业人员训练具有重要的借鉴意义。本文分析了俄罗斯空天防御教学训练设备现状，研究了朱可夫空天防御军事学院一体化空天防御自动化控制系统教学试验模型的构成、原理、作用和应用，总结了俄罗斯空天防御教学训练设备在国家标准、教学法、工效学和组织方面存在的主要问题及解决办法，以期为军队空天防御教学训练设备发展提供参考。     

Anarchy’s anatomy: Two-tiered security systems and Libya’s civil wars

ABSTRACT

No issue deserves more scrutiny than the mechanisms whereby popular unrest unleashes civil wars. We argue that one institution – two-tiered security systems – is particularly pernicious in terms of the accompanying civil war risk. These systems’ defining characteristic is the juxtaposition of small communally stacked units that protect regimes from internal adversaries with larger regular armed forces that deter external opponents. These systems aggravate civil war risks because stacked security units lack the size to repress widespread dissent, but inhibit rapid regime change through coup d’état. Regular militaries, meanwhile, fracture when ordered to employ force against populations from which they were recruited.
